2 year ago in Washington, DC, photographer Jerome Vorus was detained and held for suspicious behavior. What was his behavior? Taking pictures of cops doing a routine traffic stop. He was standing on a public sidewalk and was well within his rights according to the Constitution. Nor was he in violation of any local law.
That did not stop the police from detaining him, without arrest, for suspicious behavior.
He then wrote about his ordeal on his blog, was contacted by the ACLU, and a lawsuit ensued. He won that lawsuit. Did he get a big pile of cash? Nope. He got a new 6 page General Order issued to the entire DC Metro Police Department stating that you cannot detain or arrest someone for taking pictures, and this act alone is not considered suspicious.
